Tough on crime?

Two headlines caught my eye this morning -

"Jail's the wrong place for burglars, says our new justice minister"

and

"Facing jail, the civil servant who leaked Bush-Blair secrets"

Now not sure about you but I think I know who I'd prefer to see behind bars.
